Regional Economic Development
The Parliament of Ukraine has enacted a suite of legislative documents and policies that are guiding regional development in the country. RGD has provided recommendations and expert input into the drafting of these policy documents, including:
Concept of State Regional Policy (2001) outlines the national level long-term goals and priorities for regional development;
State Strategy for Regional Development (SSRD, 2006) provides an operational framework for implementing the Concept of State Regional Policy. It introduces strategic programming to regional development policy at the national and regional levels and specifies strategic objectives and long-term priorities of Ukraine’s regional public policy as well as the key implementation methods. The Cabinet of Ministers is assigned the responsibility for coordinating the implementation of SSRD, ensuring that national government policies align with the state’s regional development goals;
Law of Ukraine on Stimulating Regional Development (2005, updated in 2009) establishes mechanisms for state support of regional development and especially for development of depressed territories. These mechanisms involve promoting more efficient use of regional resources and combining state and local resources to solve regional and local problems;
Law of Ukraine on State Forecasting and Drafting of Socio-Economic Development Programs (2000) mandates consistency in and coordination of annual development programs at both the national and regional levels; and
Law of Ukraine on Public Private Partnerships (2009), defines and regulates the legal, economic and organizational aspects of cooperation between the State and the private sector. Ukraine envisions the use of public private partnerships primarily for stimulating investments and developing, maintaining and upgrading its aging infrastructure.
